Background Information:

Annually the City is required by HUD to submit the Consolidated Annual Performance Evaluation Report (“CAPER”) about the Community Development Block Grants (CDBG). The Program Year 2024-2025 report is attached and contains detailed information about the programs funded by CDBG and other actions taken by the City and its partners to provide for affordable housing and to address homelessness.

Key accomplishments with CDBG funding include the following:

Regarding City projects, 10 homes were repaired, 2 dilapidated structures were demolished, and Swift Memorial Park and Victory Gardens Park amenities were updated. Design for the Thorpe Lane Sidewalk project began as well - it will be constructed in 2026. CDBG also provided funding for social services provided by non-profit agencies. CDBG funding helped train advocates for foster children, support the services provided at the children’s shelter, partially fund a family violence program, and provide for emergency assistance such as rent and utility payments. The City of San Marcos also has CDBG-Mitigation funding due to the 2015 floods and CDBG-Coronavirus Response funding. In the October through September timeframe, the Blanco Riverine and Blanco Gardens stormwater infrastructure projects were completed. Additional gauges were installed that are connected to the Hays County flood emergency warning system, and Public Works installed permanent gates at critical low water crossings. The CDBG-CV funding was used to provide assistance to 20 people.

The CAPER was posted for public comment online and on paper at City Hall and the Library from October 18 through November 5. No comments were received.
