Background Information:
The City of San Marcos has accumulated a significant amount of brush at the City’s maintenance yard at 750 River Road (behind the Animal Shelter) as a result of Electric Utility’s Tree Trimming Services contract. Tree and wood debris continue to be placed at this location by the City’s contractor for Tree Trimming Services until that contract expires or is renegotiated in the next six (6) to twelve (12) months.
The pile grew so large that it became clearly visible through satellite imagery. The sheer size of the wood pile posed a significant fire hazard to surrounding neighborhoods, apartment complexes, businesses, the Animal Shelter, and the Wastewater Treatment Plant, so the City initiated a contract #221-131.X with Austin Wood Recycling, Inc., to eradicate the wood pile on an emergency basis to reduce or eliminate the threat to health and safety.
Because this procurement is necessary to preserve or protect the public health and safety of the City’s residents, this contract is exempt from competitive solicitation through Local Government Code, Section 252.022.
The City currently has an active contract #221-131 with Austin Wood Recycling, Inc., which was established through a competitive solicitation process for non-utility wood grinding and disposal services. As they are already established for these services and in position, Austin Wood Recycling, Inc., is able to quickly dispatch with the pile.
It is estimated that we will continue needing these services throughout the duration of current Electric Utility Tree Trimming Services contract next year until a new contract is developed that requires the contractor to dispose of the debris generated through a means other than drop-off at a City site for the City to process at additional cost.
The increased amount will cover needed grinding services for debris from contractors and public through monthly brush drop offs. The contract will be rebid for FY2026.
The dollar amount needed for this contract, which will be funded by five GL accounts, is estimated to reach $157,600.
