Background Information:
The attached change in service for $193,365.00 to Agreement 2025-087 with Burns & McDonnell Engineering Company, Inc. will provide engineering services for the City of San Marcos related to the FM 1978 Water Reclamation Facility progressive design-build project.
This scope of work is required to design road and drainage improvements for the existing Fleming Pass road to serve as the sole ingress and egress to the FM 1978 Water Reclamation Facility for construction traffic and permanent access to the plant site. There is also water quality permitting support services included in this change in service.
The road connects the 25-acre plant site with FM 1978 and is approximately 1,400 feet long. Council previously authorized the use of eminent domain to acquire the land that contains the existing Fleming Pass road through friendly condemnation due to the clouded title for the property. This land acquisition is progressing with closing expected by the end of February 2026. The water quality permitting support consists of dissolved oxygen modeling of the receiving stream to support TCEQ in the permitting of the water reclamation facility.
Preliminary costs for the road and drainage improvements are estimated at $1,500,000.00. Construction is anticipated to start in September 2026. The TCEQ permitting and modeling support consists of a $30,000 allowance for engineering/modeling services.
