Background Information:
The attached Change Order to contract 223-277 with Guerra Underground LLC for the Dunbar Water and Wastewater Improvement Project in the amount of $604,034.24, will add additional scope to the Dunbar project associated with two (2) different tasks. One task will address scope changes on the Dunbar project and the second task will add scope associated with the Various Drainage Improvements project.
The first item it will address is changing the segmented base repair to full depth pavement reconstruction for Wilson and Faris Street on the Dunbar project. This also adds traffic control, valley gutter and concrete rip-rap for drainage repairs to the project. Total cost for the Dunbar project associated tasks is $298,186.21.
The second item it will address is adding in the scope associated with the previously bid Various Drainage Improvements project. This project bid was previously bid in June 2024 and all bids were rejected due to a non-response bid and a very high bid by resolution 2024-162R in September 2024. It is becoming very difficult to get reasonable bids on projects less than $500K and staff is using alternative strategies to get a fair project with competent contractors for City construction. The bids that were rejected in June 2024 were in the amount of $356,833.00 and $508,054.85. The contractor on Dunbar has submitted a price of $305,848.03 to complete this work. This cost is in-line with estimates provided in the design phase of the project.
The scope of Various Drainage Improvements project includes construction of drainage improvements for three project locations. Project 1 - Bishop Street at Prospect consists of new storm sewer drainage and inlets. Project 2 - S. LBJ Culvert includes repairing the street culvert crossing over Willow Springs. Project 3 - Craddock Avenue consist of a new outfall from an existing drainage ditch to an existing storm sewer system located on Craddock Avenue. All three are scheduled to add an additional 3 months to the Dunbar project. This work will not begin until the Dunbar project is substantially complete and streets are in good condition.
