Background Information:
The purpose of the service agreement with GenServe is to service and test viability of City generators to ensure proper function and identify deficiencies prior to the need for the generators at critical infrastructure during an emergency. This includes generators at City facilities, water booster stations, wastewater lift station locations throughout the City that provide critical services to the public and first responders.
City facility generators will receive two preventative maintenance inspections per year, fuel cleaning one time per year, and a 2-hour load bank test. Water booster stations and wastewater lift stations will receive preventative maintenance inspection, fuel cleaning, and a 2-hour load bank test annually. These inspections will ensure that in case of an emergency our generators will be in the best working condition and will identify any recommended or required repairs for each generator.
Preventative maintenance of emergency generators is critical to ensuring reliability, safety, and long-term cost savings.
Benefits associated with preventative maintenance of emergency generators include:
• Provides predictive maintenance allowing minor repairs preventing major repairs
• Increased Reliability and Readiness
o Regular maintenance ensures the generator starts and operates correctly during a power outage
o Reduces the risk of unexpected failures during emergencies when power is most needed
• Extended Equipment Lifespan
o Routine inspections and servicing (oil changes, coolant checks, battery testing) prevent wear and tear
o Keeps internal components clean and lubricated, which reduces long-term damage
• Lower Long-Term Costs -- prevents costly emergency repairs or full generator replacements
• Improved Safety -- Identifies and mitigates risks like fuel leaks, exhaust buildup, or battery issues
Cleaning the fuel of emergency generators is critical to ensuring their reliable performance when needed.
Benefits associated with cleaning the fuel of emergency generators include:
• Improved Reliability During Emergencies -- Contaminated or degraded fuel can clog filters, damage injectors, or cause starting failures. Clean fuel ensures the generator runs smoothly and starts without delay during power outages.
• Extended Equipment Lifespan -- Clean fuel reduces wear and tear on engine components, such as fuel injectors, pumps, and combustion chambers
• Optimal Performance and Efficiency -- Clean fuel allows the generator to operate at peak efficiency, maximizing performance
• Prevents Microbial Growth and Corrosion -- Over time, water accumulation in fuel tanks can lead to microbial contamination and rust. Regular cleaning removes water and sludge, preventing internal corrosion and fuel degradation
Pursuant to Local Government Code 271.102, the City has authority to participate in cooperative purchasing programs therefore, staff recommends award of this work to GenServe, in the estimated amount of $180,000.00 through the BuyBoard purchasing cooperative #757-24.
