The project will be performed by Inception Lighting, Denton, Texas; through the Interlocal Purchasing System (TIPS) Purchasing Cooperative Contracts #200105 & #211001. Pursuant to Local Government Code 271, the City is authorized to purchase from cooperative contracts.
In 2016, the City of San Marcos (Resolution 2016-126R) invested $111,820.00 to install 5,895 linear feet of lights on roof lines around the downtown square and seven Municipal buildings - City Hall, Library, Activity Center, Grant Harris building, Plaza Park Pavilion, Veramendi Plaza Gazebo and Charles S. Cock House. Capital Improvement Project funds were used to pay for the project.
Over the last three years, several issues and equipment failure have occurred. In addition to the equipment problems, three downtown buildings and the library were renovated which required the removal of hardware. In 2021, the maintenance contractor informed us that the equipment is dated which limits future availability of replacement supplies and equipment.
Inception lighting is offering the City of San Marcos a promotional price of $74,976.40 to upgrade the equipment on the rooflines of the current seven city buildings and those around the downtown square. The promotional price includes a 35% discount off the equipment. The project will be the “flagship” installation of the Next-Gen system which features Inception RGB LED individually addressable, color changing lights with MeshTek Control Solution. Although sufficient outlets exist to power the lights, this price does not include new electrical work (outlets installed) if required. Staff has added additional costs (less than $3,000) for electrical work to be performed.
There is an additional annual fee of $1,260 for a cloud-based connectivity for remote operation - Independent Digital Back-haul. The contract does not include a maintenance provision.
Staff recommends approval of the contract for Lighting Components and Installation as presented here. If approved, installation will commence immediately upon execution of the contract and is expected to take seven work days.
About Inception Lighting
Inception Lighting is a Texas based organization established in 2013 at the dawning of the LED color changing, cloud controlled, roofline lighting business. The current management team has been involved in the company for eight years. Inception Lighting has partnered with Ilumi for a state-of-the-art control solution. Ilumi holds over 20 patents on their control system and innovative meshing technology. Inception holds two patents on its attachment hardware.
Lights projects area currently in over 25 cities including Little Elm, Lewisville, Lake Jackson and Denton, Texas, and across the United States in Port Townsend, Washington, Benton, Arkansas and Wrigleyville in downtown Chicago. Additional installations include prestigious large scale commercial projects at Atlantic Station in Atlanta, Georgia, and Nebraska Furniture Mart at the new Grand Scapes Retail Center in Frisco, Texas.
