Background Information:

City Council reviewed and discussed the 2023-2024 Strategic Plan at its Visioning Session held on January 26-27, 2023. At that session, Council agreed on the following strategic goals:

- Quality of Life & Sense of Place

- Economic Vitality

- Public Safety, Core Services & Fiscal Excellence

- Mobility & Connectivity

- Environmental Protection

In addition to the goals, City Council discussed goal statements and outcomes for each goal. Since the Visioning session, Department Directors have provided feedback on the strategies to achieve each of the outcomes discussed by City Council.

 

These strategies will be used to focus Council and staff priorities for the next 18 months. Once Council approves the plan, staff will finish adding specific tasks for each strategy. Staff will also provide quarterly updates to Council regarding progress.

 

Council will be approving the goals, outcomes, and strategies, but below is a portion of the plan so that you can visualize the type of tasks that will be included from staff:

 

3. Public Safety, Core Services & fiscal excellence (GOAL)

Deliver quality government services and improve community safety in a fiscally responsible manner with a professional workforce. (GOAL statement)

A.                     Community SAFETY - Collaborate to prioritize and enhance public safety services while building resiliency and trust within our community.  (OUTCOME)

 

i.                     Adequately staff public safety departments to address community safety. (CMO) (STRATEGY)

a.                     Develop collaborative programs with other agencies to increase the pool of qualified fire/EMS applicants within the central Texas region. (Fire) (TASK)

b.                     On-board five new members (April 17, 2023) and begin process with Human Resources to administer entrance exam to fill remaining four vacancies. (Fire)

c.                     Request additional personnel in the FY 23-24 budget as recommended in the Community Risk Assessment and Standard of Cover Study. (Fire)

d.                     Request the remaining eight (8) officers that were identified in the 2021 staffing study. (Police)

e.                     Address police staffing by adding an evidence technician, a forensic / cellular analyst, three additional public safety specialists, and a communications specialist to continue efforts to civilianize more positions and ensure sworn personnel are focused on crime. (Police)

f.                     Develop expanded mental health response resources to increase response safety for individuals and officers and allow for more proactive services. (Police)
