Background Information:
In prior years, rate modeling indicated multi-year 15% rate increases were needed to support operating expenses and proposed CIP for Drainage/Stormwater needs. During FY21 staff presented City Council restructured rate models with constrained CIP (capital improvement projects) for drainage/Stormwater projects to support a 6.5% rate increase. For FY22, a rate adjustment of 8.5% is recommended to continue to support our capital and maintenance needs.
Residential rates will be adjusted for small lots by $0.68, medium lots by $1.10, and large lots by $1.60 per month. Commercial rates will be adjusted by $1.10 per ERU per month.
During a Council work session council approved the fee adjustment as well as increase to electric, stormwater, and resource recovery. Total estimated impact to average residential customer is $9.53 monthly, or $114.36 annually for electric, water, wastewater, drainage/stormwater and resource recovery.
