Background Information:
This is the first of up to five one-year license agreement renewal terms with SPIN to provide electric scooters and electric pedal-assist bicycles to the community. This agreement is in coordination with Texas State University to provide students, visitors, and the public at large with an environmentally sensitive alternative to single-passenger vehicles. This program also serves as a mitigation strategy for COVID-19, given it is single passenger transportation.
SPIN launched a dockless scooter-share pilot program in the City and on University campus in September 2020 to fill a gap in public transportation due to the limited capacity of vehicles for COVID precautions.
With the pilot program's success, a joint RFP was released by the City and University, resulting in SPIN being awarded the sole operator License Agreement signed on September 14, 2021.
Since the full-time program launched, SPIN has introduced e-bikes to give the community additional alternatives to single-passenger vehicles. Throughout the first year of the full-time program, the community continued to choose micro-mobility options to complete to meet daily transportation needs.
