Background Information:

In October 2025, the Capital Area Metropolitan Planning Organization (“CAMPO”) announced the start of the 2028-2031 Call for Projects. The competitive call for projects will select projects for federal transportation apportioned to the region through the Surface Transportation Block Grant (STBG), Transportation Alternative Set-Aside (TASA) and Carbon Reduction Program (CRP) funding programs. Project applications are expected to include a resolution of support from the local government. This resolution reflects a commitment to enter into an Advance Funding Agreement with CAMPO if the project is awarded funding through the program.

 

City Staff are preparing an application package for the construction of  the “Old RR12 Improvements - Craddock to Holland” project. The project includes widening of Old Ranch Road 12 to allow for the addition of a continuous center turn lane, bike lanes and sidewalks from Craddock Avenue to W Holland Street. Water and wastewater lines will be relocated and drainage lines will be installed to eliminate the roadside ditches and make room for the widening improvements.

 

The construction cost is estimated at approximately +$15,000,000. The federal contribution (80%) of construction, would be roughly +$12,000,000. The City’s local match obligation (20%) would be roughly $3,000,000.

 

The project has will fund the local match using Capital Improvements Program funds. If the grant is awarded, staff will bring an agreement back to Council obligating funds in approximately 1-1.5 years.

Recommendation: 

Staff recommends approval of a resolution indicating the City’s commitment to the execution of an Advance Funding Agreement (AFA) upon award.
