Background Information:
The attached change in service for $750,986.00 to Agreement 219-129.3 with BGE, Inc. will provide additional engineering design services for the City of San Marcos (City) Wallace Addition Offsite Drainage Improvements project and increase the total contract amount to $2,780,111.00.
The Wallace Addition Drainage Improvements project scope includes drainage infrastructure along Staples Road, Cape Road, and within Fish Hatchery to improve conveyance and reduce flooding within Wallace Addition.
In October 2025, the Texas Transportation Commission approved funding for 73 Transportation Alternatives Set-Aside Program projects, including the Cape Street Reconstruction and Shared Use Path project. As a result, the City was awarded over $2M in grant funding. As part of the grant, this portion of work must now be converted to Texas Department of Transportation (TXDOT) standards and must be submitted through a TXDOT design review process which adds a lot of time and effort to a project.
In an effort to start some construction in the area sooner, reduce the level of effort to convert the entire plan set to TXDOT standards, and to break the project into smaller construction packages which should result in more interested bidders, we will separate this work into 2 phases.
Phase 1 design will now include all natural channel improvements downstream of Flores Street, upsizing the culvert at Flores Street, and the diversion box culvert crossing under Staples Road adjacent to the Fish hatchery property. This work is estimated to cost approximately $17M and is expected to start construction in 2027.
Phase 2 design will include Cape St Reconstruction & Shared Use Path, culverts under Monterrey Street and Staples Road, and Tampico Street Cul-De-Sac design, and will go through the Texas Department of Transportation (TxDOT) approval process. This work is estimated to cost approximately $6M and is expected to start construction in 2028.
In addition to splitting the plan set and updating the Phase 2 scope to follow the TXDOT standards, bidding and construction services where added to the agreement.
