Background Information:
City Council considered approval of the Fiscal Year 2027 schedule of fees during the September 15, 2026, Council meeting. During that meeting, Council reauthorized building permit fees and approved all fees except Parks and Recreation (Parks) and Library fees with Resolution 2026-168R. The adopted schedule of fees is attached as Exhibit A.
The City endeavors to review fees at least once every three years. During this review, fees are compared to peer cities and the cost of providing programs and/or services are analyzed. Parks and Library fees were reviewed during 2026. During the September 15, 2026 meeting, City Council asked that we bring back the fees related to Parks and Library. The proposed changes for Parks and Library fees are attached as Exhibit B and any changes to the proposed fees are notated with red font.
Additionally, City Council asked if poverty statistics were considered during the review. Since poverty statistics were not originally considered as a part of the external review, staff pulled poverty statistics from the U.S. Census Bureau, American Community Survey. These statistics have been compiled and are attached as Exhibit C.
