Background Information:

This zoning change is intended by the applicant to introduce a compatible district for a hotel/ motel use. The property was platted as part of Thermon Industrial Park No.2 in 1984 and replatted in 2018. The area was zoned Light Industrial as part of the 2005 citywide rezoning effort. In November 2005, the property was rezoned again by a private owner to Heavy Commercial. As part of the zoning change from LI to HC, a restrictive covenant was placed on the land limiting possible uses and eliminating the possibility of mobile home sales.

 

The area is within an Employment Center preferred scenario type according to the Comprehensive Plan, which is appropriate for special districts, including CM. The property is surrounded by Heavy Commercial, Light Industrial, and General Commercial zoning on all sides. Nearby uses are medium-intensity commercial and industrial businesses contained within existing structures.

 

This request is running concurrently with an application for Alternative Compliance to the build-to zone (AC-24-01).

 

Council Committee, Board/Commission Action:
At their February 13 regular meeting, the Planning and Zoning Commission voted 8-0 to recommend approval of ZC-24-01 as presented. The following topics were discussed: (a) the existence of floodplain on the site and its impact on the potential of the property for development; (b) the CM district’s restriction on parking in the first layer and potential design challenges it poses in the context of a hotel; (c) the location of an existing driveway along IH 35 and the opportunity for a shared access easement with 2430 IH 35; and (d) the reason for the requested zoning change, which is to allow a hotel as a permitted use.
