Background Information:

The site is located within the boundaries of the SMART Terminal Development Agreement which was amended by Council on 01/17/2023 (Resolution 2023-20R). An application for Annexation and Zoning of the wider SMART Terminal/ Axis development was considered by Council in 2023 (AN-22-20/ ZC-23-01) however the applications were withdrawn by the applicant. This annexation request is for a proposed roadway only. The applicant recently submitted an application for a plat for a public street connecting FM-110 and FM 1984 as part of the core infrastructure improvements for the wider development, with half of the proposed plat located within the city limits and half located outside of the city limits within Caldwell County. The proposed roadway is a proposed Thoroughfare (Avenue) on the city’s Transportation Master Plan, and the annexation will allow for the development of the street under San Marcos roadway standards. There is no associated Zoning Change request with this annexation and so the site will be automatically designated as “FD “Future Development”. Apart from the plat for the Right-of Way, no additional plat applications for the wider site have been received from the applicant.
