Background Information:
The Public Transit System Interlocal Agreement with Capital Area Rural Transportation System (CARTS) provides essential transportation to San Marcos Residents. CARTS provides transit service and maintenance under this agreement. This agreement provides fixed route service, complementary paratransit service, and interurban express service from San Marcos to Austin.
CARTS has increased their cost per hour from $85.32 in FY 23 to $86.00 for FY 24. This cost per hour increase (less than 1%) is to adjust driver wages up to meet local market conditions, to address labor shortages experienced this past year, and to meet inflationary pressures on operating costs. The total cost of this agreement for FY 24 is $2,268,000.00. The City’s responsibility is $515,399.00.
Resources for these costs are Federal Transit Administration (FTA) and Texas Department of Transportation - Public Transportation Division (TxDOT-PTN) transit grants and local funds. The local funds provide the required “match” for federal funds.
The costs will be apportioned as follows:

- $851,283.00 - FTA section 5307 Small Urbanized Area
- $385,885.00 - TxDOT-PTN Urbanized Area
- $515,399.00 - General fund
