BACKGROUND:
The attached proposed Professional Engineering Services Agreement is for services to be performed by Kimley-Horn and Associates, Inc. for the Crystal Clear CCN Water Line Improvements Project.   The project is a result of the pending CCN exchange (Certificate of Convenience and Necessity which defines a water service area) between the city's water utility and Crystal Clear Water Supply Corporation.  The attached agreement will consist of providing Preliminary Engineering, Final Design, Bid and Construction Phase Services.
The project consists of the following improvements:
1.      Hunter Road 8-Inch Water Line Extension - extension of approximately 2,500 linear feet of 8-inch water line from the intersection of Hunter Road and E. McCarty Lane to near the intersection of Hunter Road and S. Reimer Avenue.  The proposed improvements will extend City water lines to provide service to Crystal Clear Water Supply Corporation customers.

2.      E. McCarty Lane 12-Inch Water Line Extension - extension of approximately 1,200 linear feet of 12-inch water line from the intersection of E. McCarty Lane and Barnes Drive to the north side of the Union Pacific Railroad (UPRR) crossing along E. McCarty Lane.  The feasibility of extending a 6-foot wide sidewalk across the UPRR right-of-way will also be evaluated for this segment.  The proposed improvements will extend City water lines to provide service to Crystal Clear Water Supply Corporation customers.

3.      W. De Zavala Drive 8-Inch Water Line Replacement - replacement of approximately 900 linear feet of 8-inch asbestos cement water line from the intersection of W. De Zavala Drive and State Highway 123 to the intersection of W. De Zavala Drive and Sunflower Lane.  This segment will also include the installation of approximately 375 linear feet of 4-foot wide sidewalk.
