Background Information:

The Texas Department of Transportation (TxDOT) requires City Council approval of a gateway monument design and location before they will enter into a Gateway Monument Agreement with the City.  This item will approve both the design and location so staff can finalize an agreement with TxDOT to install the gateway monuments.  

 

The council indicated a desire for the City to install gateway signs during their Visioning session in January 2022. In November 2022, staff gave a presentation on concepts and locations for Gateway Signs along IH-35.  The Council asked staff to look at alternatives to the concepts presented.

 

In April 2023, new design concepts were presented, and the City Council provided feedback and directed staff to update two design options: 1) simple hill country and 2) heron image. Both revised designs should have a river flowing to the bottom, stones stacked straight across the bottom and more organically stacked, and the established date removed.

 

A design contract with MWM Preliminary Concepts was executed in August 2023. City staff reviewed the preliminary concepts and provided feedback. In addition, the staff provided concepts to TxDOT for review and approval. These final concepts were presented to Council in January 2024 and final direction was provided to proceed with the simple hill country concept as shown in the attachments. 

 

The final monument design is attached for final approval. Once approved, staff will work with TxDOT to finalize a Gateway Monument Agreement and begin construction shortly after approval by TxDOT.

 

The preliminary construction estimate is $350,000.00 and construction is expected to start in Spring 2025
