Background Information:

During the May 2024 storm, the City was hit by up to baseball-sized hail.  This hail damaged a significant number of City fleet vehicles and Police vehicles.  While the glass repairs have already been completed to render the vehicles operational, repairs for body damage are still needed. 

 

Both the Fleet Division and the Police Department are requesting approval of a contract with Strickland Hail Group located in Converse, Texas.  This vendor is able to perform all necessary repairs on the City’s property which eliminates the need for vehicles to be stored offsite.

 

The City will receive payment from TML minus its deductible of $25,000.  The total contract amount between the City and Strickland Hail Group is estimated to be $1,483,482.00.  This total estimated amount is based on the average repair estimate received for 89 of the 246 damaged vehicles.  Average repair cost per vehicle is $6,006.00.

 

Local Government Code, Section 252.022(a)(3) authorizes the City to forego HUB vendor checks and competitive solicitation for a procurement necessary because of unforeseen damage to public machinery, equipment, or other property.
