Background Information:
The City entered into a professional services agreement with Plummer Associates, Inc. (Plummer) December 2022 for Water Impact Fee Study, which stems from the approved Qualified Engineering Services List for 2021-2027 (RFQ 221-105).
The original scope of services consists of conducting a water impact fee study consistent with the general set of procedures in Texas Local Government Code, Chapter 12, Subtitle C, Chapter 395, Subchapter A (Chapter 395). Upon completion of the draft water impact fee study (as part of the original contract BASIC SERVICES), the City will obtain Plummer’s services in facilitating discussions to help develop the impact fee rate and guide the development of the ordinance.22006335
Plummer understands that the City is seeking to conduct water impact fee study for the purpose of more accurately informing the funding and recouping of costs associated with new developments within the City. The City leverages impact fees through its impact fee ordinance under Ordinance No. 2020-40, which was last updated in June 2020; however, Plummer understands that an impact fee study was last completed in approximately 2013.
