Background Information:
The purpose of this item is to maintain compliance with the Federal Transit Administration’s Transit Asset Management Plan federal grant requirements.
The City of San Marcos is a Small Urbanized Area (UZA). As such, the City serves as the direct recipient of federal transit funds on behalf of the San Marcos UZA and operates the City’s transit system.
To maintain compliance with the Federal Transit Administration (FTA) and 49 CFR Part 625, each direct recipient of federal funds is required to adopt a Transit Asset Management (TAM) Plan and establish annual performance targets. Once approved, staff must submit these targets to the Capital Area Metropolitan Planning Organization (CAMPO) and the Texas Department of Transportation (TxDOT) each year.
The TAM Plan provides a structured framework for managing transit capital assets—such as buses and facilities, throughout their life cycle. It guides the procurement, operation, inspection, maintenance, rehabilitation, and replacement of assets, while also enabling the City to monitor performance, mitigate risk, and control costs.
Under the current Public Transit Service Interlocal Agreement, the Capital Area Rural Transportation System (CARTS) is responsible for maintaining vehicles operated in the San Marcos Urbanized Area (SM UZA). The City, however, is responsible for replacing vehicles once they have reached the end of their federally defined “useful life.” The TAM Plan ensures the City has a planned, proactive approach for timely vehicle replacement and overall asset management.
The TAM Plan provides transit agencies several administrative advantages to include:
- Provides updated inventories for buses and transit facilities
- Assesses the condition of assets allowing more accurate forecasting of repair and replacement schedules
- Sets benchmarks for remaining percentage of vehicle “useful life” across the transit fleet
The benefits of the TAM plan include:
- Improved safety and reliability of transit vehicles thereby enhancing service delivery to the community
- Provides data-driven investmentment for capital assets
- Supports discretionary FTA grant funding opportunities
- Provides long-term transit capital planning in a measured and cost-effective manner
