Background Information:
On January 23, 2025, 7 bids were received for the Davis Lane Lift Station & Gravity Main Improvements project (IFB#224-288). The second lowest bidder, i.e., Austin Underground, Inc., with a total base bid of $2,536,633.81, appears to be qualified and capable of performing the work for this project.
The lowest bidder is Dust and Dirt LLC dba Civcon for a total amount of $1,937,035.00 was determined to be unresponsive. The Statement of Bidder’s Qualifications and Assurances in the Project Manual requires that the Contractor submit proof of five projects performed within the past 5 years involving pump station rehabilitation projects, pump replacements, and electrical system upgrades with a cost in excess of $1,500,000 for a public entity in the last ten (10) years. The city and the design engineer noted that none of the projects submitted as references were performed for a public entity, and only three had costs close to or in excess of $1,500,000 per requirements. In addition, this bid was significantly lower than the next few bids which indicates the bid may not have accounted for all project requirements.
Therefore, the award is recommended to the second lowest bidder, Austin Underground, Inc., with a total base bid of $2,536,633.81.
The purpose of this project is to divert flows from the River Road Lift Station by rerouting flows generated in the western portion of the service area. The project scope includes the design and construction of a lift station with a capacity of 1,000 gallons per minute (gpm) on Davis Lane fed by a new 18-inch gravity main and a 10-inch force main, which will tie into an existing manhole.
Construction is expected to start in May 2025 and will last 8-12 months weather permitting.
