Background Information:

The Public Works Department is responsible for the safe and efficient operation of the City of San Marcos roadway network, which includes maintaining 510 lane miles of roadway. This responsibility encompasses the upkeep of pavement markings and street striping. Proper and well-maintained roadway striping is a vital component of our transportation infrastructure, enhancing traffic safety, improving roadway visibility, and supporting the efficient movement of motorists, bicyclists, and pedestrians alike.

 

Adequate and clearly visible striping is essential for delineating travel lanes, crosswalks, bike lanes, stop bars, turn lanes, and other critical traffic control elements. Over time, these markings can fade due to weather, vehicle wear, and general aging, resulting in reduced effectiveness and increased safety risks. By maintaining a reliable striping program, the Public Works Department ensures compliance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD) and promotes safe navigation for all road users.

 

To ensure consistent and timely maintenance of pavement markings, the City issued Invitation for Bid (IFB) #224-240 for Street Striping Indefinite Delivery Indefinite Quantity (IDIQ) services. The scope of work for this contract includes, but is not limited to, the installation, maintenance, and replacement of various pavement markings throughout the City’s roadway system on an as-needed basis.

 

The IDIQ contract mechanism provides the flexibility to respond promptly to striping needs across the City without the delay of initiating separate procurement processes for each project. The initial contract term is for 365 calendar days from the Contract Effective Date, with four (4) optional one-year renewals, subject to funding and contractor performance.

 

On March 28, 2025, the City received three (3) bids in response to IFB #224-240. After careful evaluation, staff recommends awarding the contract to the lowest responsive and responsible bidder, Stripe-It-Up, LLC, of San Antonio, Texas, in an amount not to exceed $190,000 annually.

 

Awarding this contract supports the City’s commitment to maintaining a safe, accessible, and well-functioning transportation system and enables the Public Works Department to efficiently manage pavement marking needs throughout the year.
