Background Information:

This is the fourth of up to five one-year license agreement renewal terms with SPIN to provide electric scooters to the community. This agreement is in coordination with Texas State University to provide students, visitors, and the public at large with an environmentally sensitive alternative to single-passenger vehicles. SPIN launched a dockless scooter-share pilot program in the City and on Texas State University campus in September 2021 to fill a gap in public transportation due to the limited capacity of vehicles for COVID precautions. With the pilot program's success, a joint RFP was released by the City and University, resulting in SPIN being awarded the sole operator License Agreement signed on September 14, 2021. City Council renewed the License Agreement for one year in June of 2024. The community continues to choose micro-mobility options to complete daily transportation needs.

 

In September of 2021 the City of San Marcos and Texas State University signed shared micromobility contract with SPIN to make available for use by the public certain shared micromobility devices such as electric scooters and electric pedal assist bicycles.

 

One-year contract renewals were approved in 2022, 2023, and 2024.

 

In July of 2024, Council approved a pilot program for the expansion of the SPIN program to include access east of IH35 along Aquarena Dr and Uhland Dr.  This expansion included extending the service hours to include 12am to 5am.  Implemented the SPIN Safe Start option.  During the pilot period 1,487 rides occurred in the new service zone and 4,528 occurred during the new service times.

 

In March of 2025, Council approved an additional pilot program to include further expansion of the SPIN program into the Blanco Gardens Neighborhood and surrounding zones.  This expansion will include access to Walmart and the implementation of SPIN deployment zones at Bus Stops.

 

 

Program benefits include increased use of micromobility options, reduced traffic congestion, expanded transportation access for third-shift workers, improved transportation equity, and a decrease in vehicle emissions.
