Background Information:

The purpose of this contract is to create dedicated office spaces for the new supervisors added to the Water/Wastewater (W/WW) team. These offices will provide private, enclosed areas that support the confidentiality required for supervisors to conduct coaching, performance discussions, disciplinary matters, interviews, personal/sensitive employee matters and day-to-day conversations with their direct reports in an appropriate setting.  These supervisors’ positions had not been created prior to the planning and construction of the Public Services Center.

 

Sullivan Construction Services, the selected contractor, has extensive experience managing complex repairs, renovations, and new construction projects. Most recently, Sullivan Construction Services successfully completed the renovation of the City Hall Complex office spaces on behalf of the City, demonstrating high-quality workmanship, adherence to schedule, and strong coordination with City staff. The construction timeline for this project has been coordinated closely with SMTX Utilities to ensure work can proceed with minimal impact to operations and staff workflow.

                     Increased staff morale and professionalism - Private offices contribute to a more professional work environment and provide supervisors with the appropriate tools and space to carry out their responsibilities.

 

                     Optimized space utilization - Reconfiguring the existing layout allows the department to support growth without requiring relocation or major capital expansion.

 

                     Operational continuity - With construction planned to minimize disruption, staff can maintain full service levels throughout the project.

 

Pursuant to Local Government Code 271.102, the City has authority to participate in cooperative purchasing programs therefore, staff recommends award of this project to Sullivan Contracting Services through Choice Partners cooperative contract #25/033MR-53 in the estimated amount of $170,480.84.
