Arts Master Plan
Background Information:
The City’s Art Commission was established in October 1998 to administer the City’s Event Funding Grant Program. Public Art was donated to the city in 2003 with no process or guidelines of accepting art to be placed on city property. The Arts Commission was tasked to create a public art policy. The Art in Public Places Policy and Procedural Guidelines was adopted by City Council on April 5, 2005. The policy focused on the administrative process of applications for placement of permanent or temporary art on City property.
A new Public Arts Policy will expand the framework of the 2005 plan aligning with the 2022 Arts Master Plan. Updating the art policy is an Arts Master Plan recommendation. A standard commissioning process is needed for all City departments and Arts Commission projects.
Previously the Arts Commission focused on event funding with limited funding for public art. Today, the Public Arts Program has expanded significantly, now boasting a diverse collection of over 80 pieces and 28 traffic box mini murals.
The City of San Marcos’ Public Art Program is administered by the Destination Services Department’s Arts Division and advised by the San Marcos Arts Commission.
The Public Art Program commissions, acquires, and presents permanent and temporary public art, acts as stewards of the City’s public art collection, and engages our visitors and residents in the collection.
Council Committee, Board/Commission Action:
The first public art policy, Art in Public Places Policy and Guidelines, was developed and approved by the Arts Commission in 2005; adopted by City Council in April 2005.
