BACKGROUND:
In 2014 the Texas Water Development Board (TWDB) awarded a State Revolving Fund loan in the amount of $811,915 to the City for the design to expand to the reclaimed water system.  Based upon the project and our community demographics the City was also approved for loan forgiveness in the amount of $401,915.  The City has also received an EAA grant towards the design and construction of the project.
The project consultant was selected based on a Request for Proposals (RFP 215-022) and includes the extension of approximately 8,300 LF of reclaimed water transmission pipeline to extend service to Texas State University, addition of a high service reclaimed water pump to the existing reclaimed water pump station, and an earthen storage reservoir located on property adjacent to the City's wastewater treatment plant.  An Aquifer Storage and Recovery (ASR) feasibility assessment will also be conducted to determine the possibility of future direct potable reuse.
This contract includes project management, preliminary/final engineering design and bidding services.  Construction phase services are not included since the TWD funding did not include construction related activities.  A future Change in Services will add the additional work once the Phase 1 is ready to construct.
Phase 1 consists of the reclaimed water transmission main and a hydropneumatic tank to maintain system pressure for the Downtown Improvements irrigation system.  Addition of the high service pump and the storage facility will be completed in subsequent phases of construction as funding allows.
Staff recommends approval of this agreement.
