Background Information:

The attached Memorandum of Understanding with the San Marcos River Foundation (SMRF) establishes roles, responsibilities and procedures of the City and SMRF in planning and constructing trails as part of the Purgatory Creek Improvements Project.

SMRF, in partnership with the San Marcos Greenbelt Alliance, will construct natural surface hiking trails along Purgatory Creek from Hunter Road to Mitchell Street using the ~$200,000 Recreational Trail Grant funds awarded to SMRF by Texas Parks and Wildlife Department (TPWD).

The proposed construction will establish another mile of trail from the Parks Recreation and Open Space master plan, and will provide greenbelt access within property that has previously been inaccessible to the public.

The City will expend up to $200,000 to facilitate construction of the trail beginning in April 2025. SMRF will reimburse the City for expenditures on a quarterly basis.
