Background Information:

The Police Department, Fire Department, City Marshal, Parking Enforcement, Code Enforcement, and Animal Control departments/divisions currently utilize wearable body, in-car, and interview room cameras through an existing contract with Axon Enterprises, Inc., which expires in 2025. The contract includes a comprehensive digital evidence storage solution that safely and securely manages and stores department audio, video, and still images. This allows for standardization and efficiency in equipment and technology throughout those various City departments/divisions.

 

At this time, Axon Enterprises, Inc., has made the City aware of a pending price increase prior to the end of its existing contract and has offered to secure current pricing with the establishment of a new five (5) year contract term beginning October 1, 2023.  As the City departments have elected to take advantage of this opportunity, the new contract summary amounts per year are listed below:

This contract and related procurements are made pursuant to Local Government Code, Section 271.02, which authorizes municipalities to participate in cooperative purchasing programs.  This contract with Axon Enterprises, Inc., is therefore made through the Texas BuyBoard Purchasing Cooperative contract #648-21 for Law Enforcement Body Cameras, Supplies, and Equipment.

 

As this new contract will replace the existing contract, staff will ensure the existing contract is terminated accordingly.

Recommendation: 

Staff recommends approval of a five (5) year contract with Axon Enterprises, Inc., for Axon Body Cameras and Related Goods and Technology for an estimated contract total amount of $3,994,049.12 via BuyBoard contract #648-21.
