Background Information:
Public Improvement Districts (PIDs) are authorized under Chapter 372 of the Texas Local Government Code and allow local governments to issue bonds to fund public improvements within a defined boundary. The bonds are financed through assessments levied on properties within the PID boundary (like an additional property tax). Examples of existing PIDs within the City of San Marcos are the Trace PID, the River Bridge Ranch PID, and the Whisper South PID.
“The District PID” is approximately 100 acres and is located south of the intersection between E McCarty Lane and Rattler Road within the “East Village Regional Area Plan” as defined on the Vision SMTX Comprehensive Plan. The applicant, American Ventures, is proposing a mixed-use development including an indoor/outdoor recreation facility. The applicant’s proposed PID Terms are attached.
In addition to this PID request, a Chapter 380 Economic Development Agreement is under review for the subject property as well as a zoning change request (case number ZC-25-06) from Character District-4 (CD-4) to Character District-5 (CD-5) for 26.77 acres of the subject property, which is anticipated to include the indoor/outdoor recreation use. ZC-25-06 (Ordinance 2025-22) was approved on first reading by City Council at the July 1, 2025 meeting and is being considered on second reading at this meeting.
At the August 5, 2025 City Council Meeting, City Council set the public hearing date of the District PID to today, September 2, 2025.
