Background Information:

Since 2017, the City has been working with the Sunset Acres community to identify issues and solutions related to repetitive flooding. These flood events directly affect residential properties through physical infrastructure damage and indirect effects, including disruption of the transportation network, a potential increase in traffic accidents, and roadway erosion.

 

In 2017, the city staff held a neighborhood meeting to discuss traffic mobility within Sunset Acres. The citizens raised concerns about excessive flooding. To understand the issue the City staff met internally to finalize the project scope. Staff executed a contract with Plummer Associates, Inc. to perform a high-level drainage analysis. In 2018 the city finalized the drainage study and partnered with TXDOT and funded the TXDOT project for drainage betterment for $5.8 million. TxDOT started IH35/SH123 construction is expected to be completed by March 2025.

In 2019, staff executed a contract with Plummer Associates, Inc. for the Sunset Acres Subdivision design and construction phase services. In 2021, Plummer completed the 30% design and estimated $22.5 million as construction cost. Staff worked with Plummer Associates, Inc. on alternative phasing so that this project could be funded with the current CIP budget. Staff focused on the upstream portion of the project and currently working with SMCISD on finalizing the location of a detention pond.

In 2023, the staff engaged Halff Associates to prepare a grant application for the Sunset Acres subdivision project Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) program. The city was awarded $13.9M in federal funding under the PROTECT program.

The project scope includes:

Phase 0: TxDOT IH35/SH123 Construction including drainage improvements. Construction is expected to be completed by March 2025.

Phase 1: Broadway & Parkdale Wastewater Line Improvements. Construction is expected to be completed by the Summer of 2024.

Phase 2: Detention Pond Design & Construction. city is currently working with SMCISD to evaluate detention pond options. The design is expected to be completed in the Winter of 2025 with construction completing in the winter of 2026.

Phase 3 & 4: Sunset Acres Neighborhood Improvements. Scope includes water & wastewater replacement within Sunset Acres Subdivision; storm drain improvements along Broadway, Parkdale, Lockwood, Candlelight, Del Sol, Patricia Parker, Ebony, Oakdale, and Magnolia St; and street reconstruction. Electric underground conversion within the neighborhood will be a separate project. The design is expected to be completed in the Winter of 2026 with construction completing in 2028/2029.

 

This on-call contract is required for Sunset Acres Neighborhood Improvements design, bidding, and construction phase services, as well as the environmental permitting and USDOT coordination
