Background Information:
The new owners of Riverview Apartments are seeking a resolution of support in order to apply for Low Income Housing Tax Credits (LIHTC) with the Texas Department of Housing and Community Affairs (TDHCA). The complex is existing and has fallen into disrepair. In order for the applicant to meet the TDHCA deadline, a resolution from the city is needed prior to March 1, 2024.
Upon request of the applicant and since this is a rehabilitation project, not new development, staff expedited the consideration of this request.

The Workforce Housing City Council Committee met on February 13, 2024 and discussed this request.

Recommendation:
Staff considers 4 of the 8 LIHTC criteria met and 1 LIHTC criteria is neutral. Since this request is for rehabilitation of an existing Section 8 apartment complex, staff recommends approval of the resolution of support.
