Background Information:
Council authorized the City’s electric utility, “SMTXU”, to implement a voluntary program allowing its customers to purchase certified renewable energy in March 2021. SMTXU, in coordination with the Utility Billing division, implemented the program with rollout to its customers in May 2021. In order to manage the program, SMTXU needs the ability to acquire and divest Renewable Energy Credits (REC’s) through the Electric Reliability Council of Texas (ERCOT), which manages the Texas electric market and grid. The Lower Colorado River Authority, “LCRA”, offers to its wholesale customers, free of charge, a service for completing the purchase and sale of REC’s, as directed by SMTXU.
SMTXU requests authority for the City Manager, or designee, to execute the agreement for LCRA to conduct REC market transactions on its behalf.
