Background Information:
On June 20, 2024 two (2) bids were received for Various Drainage Improvements project (IFB 223-135). Ronald Branyon of HDR Engineering, Inc. and City Staff reviewed the bids and recommends rejecting all bids. Rucoba & Maya Construction, the low bidder, did not submit the correct Bid Bond Form as well as provided incorrect contact information for their references, deeming the bid as non-responsive. The second bid, submitted by Meyers Concrete Construction, was $508,054.85 which is approximately 70% higher than the Engineers Opinion of Probable Constructions Cost of $298,769.
The scope of this project includes construction of drainage improvements for three project locations. Project 1 - Bishop Street at Prospect consists of new storm sewer drainage and inlets. Project 2 - S. LBJ Culvert includes repairing the street culvert crossing over Willow Springs. Project 3 - Craddock Avenue consist of a new outfall from an existing drainage ditch to an existing storm sewer system located on Craddock Avenue.
Staff will analyze upcoming projects near the project locations stated above, identifying projects of similar scope to determine where each of the three Various Drainage Improvement projects can be added into and constructed with future projects.
