Background Information:

The City Council approved the Joint Funding Agreement with Texas State University, Hays County and San Marcos Consolidated School District (SMCISD) on November 19, 2024, to fund the Youth Services Director position and administration of youth programs and services at Community Action, Inc of Central Texas (CAI).

 

Following this action Texas State University has approved the Agreement with the requested increase, and Hays County has verbally committed and will be considering the Agreement in the near future.  San Marcos Consolidated School District (SMCISD) approved the agreement at the previous funding level due to budget challenges they are currently facing. 

 

Since the previous Agreement was approved by City Council showing SMCISD at a higher funding level than the School Board approved we are asking City Council and the other Core Four Partners to approve the amended Agreement to ensure the correct funding is adopted by all entities.

 

This request will not require any additional funding from the City of San Marcos beyond what City Council has already approved on November 19, 2024.

 

An updated Detailed Fee Schedule is attached, which outlines the contributions from our Core Four partners. You will see that Hays County and Texas State will be contributing $23,834.

 

You will notice that SMCISD’s contribution amount is equal to the previous Joint Funding Agreement at $20,000 and they plan on re-considering their contribution level later in the Spring, depending on their financial situation. In addition, you will see that the shortfall of $3,834 is being covered by Community Action, Inc. (CAI) with grant funding they have available.

 

The Youth Services Director has been employed since January 25, 2021, and the two-year term of the previously approved agreement expired on January 25, 2025.  Although the contract has expired there is funding available for this position until mid-February when we will receive the funding request for the month of January 2025.

Staff is requesting approval of the attached amended agreement for another two-year term commencing on January 26, 2025, and expiring January 25, 2027.

Funding Request Background:

On October 2, 2024, the City of San Marcos received a request from Community Action, Inc of Central Texas (CAI) for an increase in the budget for the Youth Services Director position.

In the four years of their existence, they have operated at the same level of funding provided by the Core Four Partnership (City, County, Texas State and SMCISD), all while increasing programming and achieving deliverables with only a small increase in salary for the Director.

CAI is also requested additional funding for administrative costs in addition to an increase in program funding. They requested a 10% increase in administrative costs which will accurately reflect the correct amount for their administrative fees. 

The salary adjustment for the Youth Services Director was made to allow for annual raises and to ensure that her salary is fair and equitable to other Directors within CAI.

 

A justification letter from the Youth Services Director is attached and labeled ‘Request for Budget Increase Contract 2025’.

 

While all entities will work with the Youth Services Director via the Core Four Task Force and Core Four Policy Group, the City of San Marcos will continue to be the contracting agent with Community Action, Inc of Central Texas.
