Background Information:
Change Order #4 in the additive amount of $884,001.79 will increase the overall contract amount from $14,234,933.92 to $ 15,234,933.92.
When the contract was awarded by Resolution 2021-248R in December of 2021, there was not enough funding in place to complete the work using CDBG funding that was designated for this project. At the time of award, the City had not yet advertised the Blanco Riverine project or the Midtown Drainage Project. As discussed when Change Order #1 was approved in May 2022 by Resolution 2022-95R, the scope would be addressed in the future once these details where known. Since then, both projects have been awarded and have completed enough construction that we can proceed with this work using CDBG funding.
Change Order #2 was awarded in October of 2023 to add Storm Drain D back into the scope as well as address construction cost associated with the revision to Outfall Design at the San Marcos River. At that time, there was not enough funding avaible for these revisions captured in Change Order #4. Since then, we have issued CDBG-DR Amendment 14 which has provided the additional funding needed to complete the tasks listed in this Change Order #4.
Change Order #4 will implement the following:
• Landscaping & Irrigation along River Rd
• Pedestrian Lighting along River Rd
• Trash screen addition at outfall
• Lateral D-4 cost reconciliation
• River Rd - Additional excavation cost for 5” flex base
• Conway - Additional excavation cost for work already performed (1,913 CY).
The revisions to each of these activities, as noted above, do not impact the CDBG-DR or CDBG-MIT National Objective for eligibility of the project.
Construction started in April 2022 and is expected to be completed by the fall of 2024, weather dependent.
