Background Information:

The subject property is the Crestwood retail center and is located on Old Ranch Road 12 between Craddock Avenue and Wonder World Drive. The request aims to address an ongoing sanitary sewer issue through a connection to City wastewater service. In 2023, an application for annexation (Case No. AN-23-06) was submitted and withdrawn by the property owner. In 2025, an application for Out-of-City Utility Connection (OCU-25-06) was submitted and withdrawn in order to pursue annexation consistent with staff’s recommendation.

 

The approximate 1.45 acres was released from the Extraterritorial Jurisdiction in 2024, and the property will be required to return to the ETJ prior to annexation. A letter of consent by the owner to return to the ETJ is included in the application materials.

 

Commercial “CM” zoning is proposed (Case No. ZC-26-02) to accommodate the existing retail center. The property is located within the Mixed Use Low Preferred Scenario Place Type under the Vision SMTX Comprehensive Plan. An annexation service agreement is attached. The City of San Marcos is the provider for water, wastewater, and electric service.
