Background Information:

Earlier this year, staff received a request from Texas State University regarding a potential Sister City agreement, and this item is to determine City Council’s interest in pursuing Sister City status. If City Council does desire to explore this, there are a number of different aspects staff would like clarity on:

Are there Sister City criteria Council deems important before entering such a partnership?

Create and implement an overall policy with guard rails for future partnerships?

Possibility of entering into a friendship city agreement prior to establishing Sister City partnership?

How do we have the partnering agency demonstrate adequate personnel, funding, resources to fulfill expectations? In this case the partnering agency is Texas State University.
