Background Information:
The existing two-year contract with Southwest Land Services, Inc. expired February 28, 2019. The City has elected to enter into a one-year professional and personal services contract with Southwest Land Services, Inc., for Mr. David Singleton to provide professional support, advice, and assistance to the Planning and Development Services Department, the Engineering and Capital Improvement Department, and the City Manager’s Office based on the consultant’s qualifications and knowledge of the City.
The primary changes to this contract are that it has been reduced to a one-year but the monthly amount will remain the same. The scope of the agreement was changed to assist City staff in the development of the workforce housing initiative.
Mr. Singleton has been providing consulting to the City since 2011. Planning and Development Services Department has used his services in the negotiation of numerous development agreements including the financing terms of development deals presented to the City. Mr. Singleton also provides consulting services for numerous engineering projects across the City and has been a key member of the review team for the new development code.
Below is a list of items that further identify the scope of services for which Mr. Singleton will assisting the City:
Workforce Housing Initiative:
(services to include but not be limited to):
• Assist staff in developing and evaluating RFPs for housing development with City properties to meet Workforce Housing Initiative goals
• Assist staff in compiling list of available lots
• Work with staff to identify sites that could be turned into suitable lots
• Evaluate potential sites for suitability/developability
• Review and revise development budgets for sites requiring development/utility extensions
• Assist staff in preparing report to City Manager including budget for currently allocated funds and projecting reasonable budget requests for future efforts
• Coordinate with builders/developers on construction and development issues as the process progresses
Public Services Facility:
• Participate in development scenario discussions to identify most cost-effective delivery methods
• Participate in special allocation discussions with City staff & Jacobs reps to accurately define necessary space - reasonable phasing
• Review proposed development budgets and engage private sector professionals
• Participate in drafting the RFP for the proposed improvements
• Work with Evaluation Team to review and rank proposals received
City Hall Complex:
• Participate in development scenario discussions to identify most cost effective delivery method
• Participate in spatial allocation discussions with City staff & Jacobs reps to accurately define necessary space
• Review proposed development budgets and engage private sector professionals to confirm or challenge same
Other Services:
• Assist staff in negotiating development agreements as necessary
• Assist CIP Director on infrastructure planning issues
• Consult with staff on the consideration and implementation of projects under the Smart Code
• Consult with City Manager and staff on issues related to potential creations of MUD Districts
• Provide ombudsman services on specific projects as assigned by the City Manager
• Any other special projects identified by the City Manager

Recommendation:
