Background Information:
On February 13, 2020, the City received nine (9) proposals in response to RFP 219-281 for On-Call Debris Removal Services. A City-staffed team consisting of subject matter experts evaluated all proposals and conducted interviews with the short-listed firms. The team determined the firms providing best value to the City based on the relative importance of price, experience, and all other stated evaluation criteria to be the following three (3) firms:
• Ceres Environmental Services, Inc., located in Brooklyn Park, Minnesota
• CrowderGulf, LLC, located in Theodore, Alabama
• DRC Emergency Services, LLC, located in Galveston, Texas
This request is for approval of the on-call firms listed above for an anticipated not-to-exceed amount of $300,000 for an initial two (2) year contract term per firm to be utilized on an as-needed basis to provide clean-up, demolition, removal, reduction, and disposal of debris as directed by the City following a natural or manmade disaster. The contract for each firm may be extended for up to two (2) additional two (2) year contract terms.
Selecting three (3) firms allows the City to have multiple qualified contractors to perform emergency debris removal services.
Eligible debris to be removed shall be determined to eliminate immediate threats to life, public health and safety; determined to eliminate immediate threats of significant damage to improved public or private property; and/or considered essential to secure economic recovery of the affected community to the benefit of the community at large.
The solicitation process was conducted in a manner to comply with federal requirements to make the City eligible for federal funding in disaster circumstances.
