Prior Council Action: October 29, 2020, City Council approved Resolution 2020-232R, that authorized the creation of the River Bridge Ranch Public Improvement District (PID) as part of a settlement agreement between The Mayan at San Marcos River, LLC, the City of Martindale, and the City of San Marcos. October 29, 2020, following a public hearing, City Council approved Resolution 2020-233R, that created the River Bridge Ranch PID. November 6, 2024, City Council appointed a three-member committee to review and make a recommendation on the River Bridge Ranch PID amendments submitted by Lennar Homes of Texas. December 2, 2025, City Council approved Resolution 2025-235R, accepting the petition to amend the PID and calling a public hearing on the proposed amendments for January 20, 2026. A public hearing was held on January 20,2026 and was to remain open and continue to a future meeting once community benefits are finalized. The PID Committee met on February 26, 2026 and reviewed and discussed community benefits and made additional suggested recommendations at their February 26, 2026 meeting to be presented and finalized with Lennar Homes of Texas prior to taking the item to the City Council in Executive Session. The City Council Executive Session was held on June 16, 2026. The item was placed for consideration on the July 7th 2026 City Council meeting. The public hearing was closed and the City Council approved Resolution 2026-118R amending the terms of the PID by reducing the boundaries and increasing the estimated costs for public improvements from $10,000,000 to $60,000,000. The City Council also approved Resolution 2026-119R approving a Financing and Reimbursement Agreement with Lennar Homes of Texas Land and Construction, Ltd., and approved Resolution 2026-120R determining costs of the proposed public improvements in the River Bridge Ranch PID and approved a proposed assessment roll for Improvement Area #1, and making related findings and determination with respect to the cost of estimated improvements. On August 5th, 2026, City Council approved the first reading of Ordinance No. 2026-28 levying Special Assessments with Improvement Area #1 for the River Bridge Ranch Public Improvement District (PID).

Background Information:
At the July 7th, 2026, City Council meeting, Council approved Resolution 2026-118R amending the terms of the River Bridge Ranch PID by reducing the boundaries and increasing the estimated costs for public improvements from $10,000,000 to $60,000,000. The City Council also approved Resolution 2026-119R approving a Financing and Reimbursement Agreement with Lennar Homes of Texas Land and Construction, Ltd., and approved Resolution 2026-120R determining costs of the proposed public improvements in the River Bridge Ranch PID and approved a proposed assessment roll for Improvement Area #1, and making related findings and determination with respect to the cost of estimated improvements.
A staff presentation and public hearing for Ordinance No. 2026‑28 were held on August 5, 2026. The ordinance, among other provisions, authorizes the levy of special assessments within Improvement Area #1 of the River Bridge Ranch Public Improvement District and establishes the method and procedures for collecting those assessments. This agreement with Hays County authorizes the County Tax Assessor-Collector to collect the special assessments levied within the PID and remit those funds to the City. The City will then deposit the special assessment revenue into an escrow account, which will be used to pay for authorized PID expenses.
