Background Information:
The Human Services Advisory Board section of the San Marcos Code of Ordinances (Chapter Two, Division Nine) requires that a public hearing be held annually regarding the proposed application and funding process for human services funding. The purpose of this funding is for the development and enhancement of human services in the city.
The total amount available through the Human Services Advisory Board Application process for Calendar Year 2022 will be $999,120 if American Rescue Plan funding is approved as proposed. The total is from the following funding sources:
$500,000 from the City’s general fund
$349,120 from the City’s general fund as a result of Coronavirus Relief Funding
$150,000 from the American Rescue Plan (if approved August 3)
Note: The $150,000 from the American Rescue Plan will require a tie-in to the impacts of the COVID-19 pandemic.
This application process is now supported by the Community Initiatives Division of the Planning and Development Services Department and the timeline is as follows:
July 25 - Notice of Funding Availability and application published
The communications office will publish a press release

September 3 - Applications Due
September and October - Human Services Advisory Board reviews applications
