BACKGROUND

 

The scope for this change in services with Lockwood, Andrews & Newnam, Inc. (LAN) was negotiated and is being submitted for Council approval for a not to exceed amount of $108,460.00.  This Change In Service # 2 adds additional funds so the design engineer can finalize the design plans to accommodate the scope revisions. 

 

In 2015, the City asked Halff Associates to investigate the drainage runoff associated with the Old Ranch Road 12 Bike/Pedestrian and Widening project.  It was determined that there will be a negligible increase in runoff associated with the road widening.  Since a portion of the project drains to Coers drive, Halff Associates investigated the current drainage on Coers.  It was recommended that the two drainage crossings on Coers be replaced with larger pipes and the existing ditch gets widened to assist with current drainage problems in the area.

 

LAN completed the preliminary engineering report (PER) in the summer of 2016.  Based off the PER, it was estimated that the existing channel would need to be widen to 14 feet - 20 feet.  As LAN gathered more data and continued to finalize the profile of the channel design; it was determined that the channel would need to be even wider than anticipated; up to 33 feet in some locations.  Staff has concerns about the additional width, ROW requirements, impacts it will have on the residents and the final appearance of the street.  The decision has been made to convert the wide sections of the channel to underground box culverts and add a rain garden to the project scope to help with water quality.  This will drastically reduce the amount of ROW required, save several trees from removal and help keep the street feeling like a neighborhood. 

 

The cost estimate has increased from $1.0 M to $1.7M with this scope addition.  In addition to the drainage improvements, the water and wastewater will be replaced and we will install a 5 foot wide sidewalk from Old Ranch Road 12 to Owens. 

 

The construction anticipated to start in 2018. This project will be completed prior to the start of construction on the Old Ranch Road 12 Bike/Pedestrian and Widening project.
