Background Information:
This Interlocal Agreement with Capital Area Rural Transportation System (CARTS) covers the provision of transit services to the San Marcos urbanized area from October 1, 2021 to September 30, 2022.
• The services CARTS will provide under this Interlocal Agreement include operating the transit services, maintaining the transit facilities and equipment, fare collection, providing customer service, and collection of operational data
• The service cost per hour will remain $79.00, consistent with FY 2021
• The funding amount for the period of the agreement is not to exceed $2,200,000.00 and is apportioned as follows:
C.A.R.E.S. Act Transit funds $700,000.00 100% Federal Share
(no local match required)
FTA 5307 Urbanized Area funds $750,000.00 50% Federal Share
(50% local match required)
State Urban Transit Funds $250,000.00 Serves as local match
to the Federal Share
General Funds $500,000.00 Serves as local match
to the Federal Share
• The City’s general fund contribution represents 23% of the total contract amount
