Background Information:
During the summer, recreational visitors to the San Marcos River park along Riverside Drive, leading to inconvenience and safety concerns for neighborhood residents. In response, residents of the 200-300 block of Riverside Drive (between Riviera Drive and Cheatham Street) submitted a petition on July 26, 2024, to establish a residential permit parking (RPP) area.
The Residential Permit Parking ordinance allows a minimum restriction of half a street. However, to avoid moving the parking issue to other areas, the Public Works Department recommends to petitioners to include the entire neighborhood in the Residential Permit Parking limits.
To this end, the applicant was asked to pause their request until a neighborhood meeting could be held with surrounding neighborhoods. On August 22, representatives from Public Works, Parks, Police, and the Marshalls Department hosted a meeting with the East Guadalupe and Rio Vista Neighborhoods. Residents expressed general support for parking restrictions.
Despite follow-up efforts over the next two months, no further surveys were received. According to city ordinance, only property owners or residents abutting the designated area can formally request an RPP. A RPP cannot be initiated by City staff.
In the case of the submitted RPP for the 200-300 block of Riverside Drive, twenty properties are included in the proposed area. Thirteen residents expressed support for the petition, while seven did not respond, resulting in an approval rate of 65%-surpassing the required 60% threshold under Section 82.189 of the San Marcos City Code.

City staff recommends approval establishing a residential parking permit restriction (8 AM to 5 PM during Weekends and Public Holidays) on both sides of 200-300 Block Riverside Drive (from Riviera Drive to Cheatham Street).
