Consider approval of Resolution 2015-56R approving the procurement of Oracle Database Licenses for the City of San Marcos in the estimated amount of $241,105.09 from Mythics, Inc. (which includes the first year of annual software support) through the Texas Comptroller of Public Account's Department of Information Resources ("DIR") (contract (DIR-TSO-254); approving the second year of annual software support at $64,082.52, and for each remaining year of annual software support beyond the first two years at a 3% increase for each year contingent upon City Council's appropriation of adequate funds in the budget; authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the City and declaring an effective date.

CITY COUNCIL GOAL: Economic Vitality and Responsible Finances
BACKGROUND:
The City currently has various applications using the Oracle Database Enterprise titled Named User Plus license (user/process base license) type. The City has exceeded the Named User Plus license count, which is 115. The City will be converting the Named User Plus licenses into Oracle Database Enterprise edition Processor based licenses. Oracle is providing a credit of $109,250.00 towards the purchase of the processor base licenses. The processor base license is compatible with the City's virtual infrastructure and allows the City to replicate the database to the City's disaster recovery site without additional licensing charges. Also, the processor base license is an unlimited user/process base license. Additional processor base licenses have been included for growth.
Oracle Database Enterprise edition processor base license will support the Utility Billing Metersense application from Harris Computer Corporation and other applications that require an Oracle database. The Metersense application stores both the Electric and Water reads from the Automatic Meter Infrastructure (AMI) technology.
Information Technology is requesting approval to purchase Oracle Database Enterprise edition processor base licenses through the State of Texas Department of Information Resources contract DIR-TSO-254 held by Mythic in the amount of $241,105.09. Of this amount, $193,515.00 is licensing cost and $47,590.09 is first year annual software support, year two annual software support will be $64,082.52, succeeding years annual software support will increase by an estimated 3%. This licensing and support agreement will be in place for the life of the Metersense software use.
