Background Information:

The need for improvements to the airport control tower was identified in the 2025 Airport Master Plan. The City tasked consulting firm Garver to produce an Assessment Report about the existing condition of the airport control tower, and to recommend specific improvements. The City used the Assessment Report to make a request to Texas Department of Transportation (TXDOT) Aviation for Federal Aviation Administration (FAA) grant funding to implement the recommended improvements.

 

The FAA announced an award not to exceed $130,000 for the cost of constructing the recommended HVAC, Electrical, and Plumbing improvements for the airport control tower, as per the Assessment Report. The scope of this work does not require design, environmental, or survey services since it’s maintenance replacement work. The scope of this work will procure a contractor from a Purchasing Cooperative that is complaint with the conditions of the FAA grant.

 

TxDOT Aviation requires a resolution from the local sponsor requesting financial assistance, which will be through reimbursement. Additionally, the City Manager must document, through designation, the City’s project manager.

 

The estimated cost of the project will not exceed $130,000, unless subsequently authorized.  The City will be responsible for 0% of the actual cost and will be reimbursed for 100% of the actual cost up to $130,000.  Any cost above the TXDOT grant will be 100% covered by the City.

 

Construction is anticipated to begin in September 2026 and conclude by March 2027.
