Background Information:
The attached Local On-System Agreement (LOSA) between the City of San Marcos (COSM) and the Texas Department of Transportation (TxDOT) allows the COSM to construct drainage improvements within TxDOT right-of-way. Construction covered by this LOSA includes a concrete box culvert and detention pond outfall pipe across the southbound access road of IH-35 for the Briarwood and River Ridge Drainage project. The LOSA clarifies the City is responsible for all design and construction cost and TXDOT will be responsible for maintenance once the project is completed. The total project estimated construction cost is $4,865,523; however the LOSA only addresses the construction within TXDOT ROW which is estimated at $584,065.00. This City construction cost is funded by the Texas Water Development Board (TWDB).
The entire scope of this project includes the construction of a concrete trapezoidal channel, box culvert storm sewer and detention pond improvements to alleviate localized flooding in the Briarwood and River Ridge area. Previous City Council action has included approval of professional services for preliminary engineering and final design.
This project has been identified in the Stormwater Master Plan and is scheduled to start in the Spring of 2025.
