Background Information:

A resolution is required to adopt and support the Hays County Safety Action Plan, to position the City of San Marcos (City) to be eligible for federal and state safety funding programs, including those under the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) Program.

As per the comprehensive goals, the City is committed to improving transportation safety for all road users, including motorists, pedestrians, bicyclists, and freight operators. To fulfill this objective, the City, along with Hays County, collaborated with the Capital Area Metropolitan Planning Organization (CAMPO) to develop the Regional Safety Action Plan (RSAP) to enhance traffic safety across its six-county region. Hays County Safety Action Plan was developed as part of this effort and identified strategies and projects to reduce the number and severity of crashes across the county, including the City.

Hays County Safety Action Plan, as well as the traffic safety projects identified within the City, are provided as a reference.

Once adopted, the City will incorporate the identified projects into its upcoming Transportation Master Plan Update and Capital Improvements Plan (CIP) and will apply for available federal and state funding opportunities.
