Background Information:

At the August 3rd City Council meeting, Council directed staff to write off all residential utility accounts delinquent 30 days or more.  In preparing to initiate Council’s direction to write off residential account balances greater than 30 days delinquent, it was determined that a budget amendment is necessary to appropriate funds to implement Council’s direction. Once approved at 2nd reading on September 6th, the Utility Account Forgiveness Program will be initiated and all residential accounts greater than 30 days delinquent will be written off.  The numbers included in this amendment are as of the August 7th report and available general fund dollars as of that date; however, staff would like to discuss running this report again on September 7th after the 2nd reading of this amendment to ensure most up to date numbers and minimize complexity of implementing.   

We will continue with the Utility Assistance Program with the understanding that the program will be terminated once the budget amendment is approved upon second reading. 

Below is a breakdown of how the allocation would be split based on report produced on August 7th.  Finalized numbers will not be known until the budget amendment is approved at the 2nd reading on September 7th and the final balance of the General Fund allocated utility assistance dollars are known.

Recommendation: 

Staff recommends that Ordinance 2021-XX be approved amending the FY20-21 budget.
