Background Information:

Staff is requesting City Council authorization for the continued use of the existing contract with Synergy Rents, LLC for temporary bypass pumping services at Lift Station 23, located at 2500 N.IH 35 (Near IH 35 and Connection Blvd), for a potential total duration of up to 18 months.

 

Lift Station 23 is currently in design to be updated as it has reached capacity. While under design, the existing pumps were damaged by debris and are no longer operational.  A temporary bypass pumping system was installed to reduce the risk of sanitary sewer backups and maintain reliable wastewater service until permanent improvements can be constructed.  After the temporary bypass was installed, staff evaluated the ability to replace the existing pumps or just extend the by-pass operation.  Since the pumps continue to fail due to debris in the line and the lift station is currently in design, staff have elected to extend the by-pass pumping operation as the most cost-effective solution.  The by-pass equipment has the ability to prevent debris from damaging the pumps through the use of grinders.  If we were to replace the original pumps, it is anticipated that they would fail again before lift-station improvements are completed because we can not install equipment with grinders due to the need for electrical upgrades. 

 

The Lift Station 23 Improvements project is currently under design, with 100 percent plans anticipated in late October 2026. Bypass pumping has also been identified as necessary during construction of permanent improvements. Continuing the existing bypass pumping services will allow the temporary system currently in place to remain operational until construction begins, at which time responsibility for bypass pumping will transition to the construction contractor.

 

The contract provides for the potential use of bypass pumping services for a total duration of up to 18 months. Staff currently anticipates utilizing the contract only until construction of the Lift Station Improvements project begins, which is anticipated to begin in April 2027. The extended contract duration provides flexibility to maintain bypass pumping operations should the construction schedule require additional time.
